Procedural delay bugs pharma R&D fund, DST floats EFC note

It may take some more time before the R&D fund mooted by the Dr R A Mashelkar Committee is realized in absolute terms to be channelized to research activities in the pharmaceutical segment. Recommended long back and changed hands from the Department of Chemicals and Petrochemicals to the Department of Science and Technology, the fund is yet to reflect in the budget of DST. The department has recently floated EFC note for the R&D fund and is awaiting response from various departments towards finalizing the management portfolio of the fund. Sources in DST told Express Pharma Pulse that the immediate priority and the crux of the EFC note is to get transferred to the department the Rs 150 crore corpus that the Finance Minister has been harping on over the last two years.

Further, the modalities of managing the fund has to be finalized. DST is proposing to create a Drug Development Board to overlook the utilization of the fund and is looking for incorporating provisions to make the fund more industry friendly. The objective is to make it available to industry independently as long-term loan whereas so far industry had to approach in collaboration with institutions for availing financial aid for research. The budget allocation for the department this year has been jumped substantially from Rs 3.5 crore last year to Rs 10 crore.

DST this year is looking at focussing on three areas, say, veterinary drug development, setting up CROs and anti-viral segment. In a bid to bring in standardization in the veterinary drug segment and to usher in original research the department is actively working at multi-institutional - industry collaborative projects in the country. Apart from ICAR and government funded Agricultural Universities, the department will rope in CSIR too in the project.

Clinical Research Organization is recognized as an arena of considerable significance by the department where it is in talks with the National Institute of Pharmaceutical Education & Research, informed the source. Another major initiative identified for this year is developing a national facility for screening antiviral drugs, to support and direct research efforts towards developing NCEs to target viral diseases in the country.

Ceiling prices of Trimethoprim + Sulphadiazine tab revised

SO 146 (E) - In exercise of the powers, conferred by sub-paragraph (1) and (2) of paragraph 9 and paragraph 11 of the Drugs (Prices Control) Order, 1995 read with SO No 637 (E) dated 4 September, 1997 issued by the Government of India in the Ministry of Chemicals and Fertilisers and in supersession of the Order of the Government of India in the Ministry of Chemicals and Fertilisers the National Pharmaceutical Pricing Authority, hereby makes further amendments in the Order of Government of India in the Ministry of Chemicals and Fertilizers (National Pharmaceutical Pricing Authority) No SO 718 (E) dated 1 August, 2000, namely:

Note:
(a) The prices fixed are the maximum ceiling prices (exclusive of excise duty and local taxes if any) for the specified pack and packs of similar strength and companies cannot claim exemption on any ground therefrom, unless specifically permitted by the Government/ NPPA through an order.

(b) Pro-rata pricing for packs of same composition but of different sizes will be applicable vide SO No 83 (E) dated 27/1/1998

(c) For different packing material used or any special feature claimed companies are required to approach NPPA for approval/ fixation of specific prices.
